A detailed review of the Council’s housing land supply and spatial strategy identified an opportunity to bring forward a sustainable extension to Penkridge ahead of the Local Plan review.
Application and appeal
Define prepared a comprehensive application for 200, centred on a network of attractive, multi-functional green spaces. The scheme was designed to integrate seamlessly with the existing town and provide homes within easy reach of Penkridge centre.
Following an initial refusal, our planning and landscape evidence at appeal clearly demonstrated both the need for new market and affordable housing and the sustainability of the site. The appeal was allowed and development is now progressing on site.

Future expansion
As part of the subsequent Local Plan Review, Define presented a vision for further growth in this area, showing how a comprehensive, green infrastructure led development could support the longer term sustainability of Penkridge and address its need for new homes. As a result, the Council has now proposed the land as a strategic, residential-led mixed use allocation.
Define has continued to work closely with the Council and key stakeholders to refine the masterplan and deliver the scheme through a series of coordinated planning applications, supported by a robust Environmental Statement and a comprehensive Placemaking Strategy.
The first phase has been secured through a successful appeal, with further phases now also approved by the Council.
